From Digital Literacy to AI Literacy: A New Direction for Community Service in Responding to Technological Transformation

Abstract

Artificial Intelligence (AI)-based technological transformation has expanded the competencies required by society from digital literacy toward AI literacy. This study aims to analyze the conceptual development from digital literacy to AI literacy and its implications for the future direction of community service. The study employs a Systematic Literature Review (SLR) using the PRISMA approach and the Theory–Context–Characteristics–Methodology (TCCM) framework. Of the 286 articles identified through Scopus, Web of Science, and Google Scholar, 30 articles published between 2020 and 2026 met the criteria for analysis. The findings indicate that AI literacy represents an extension of digital literacy that encompasses the ability to understand, use, evaluate, and utilize AI critically, ethically, and responsibly. The review also finds that AI literacy research remains predominantly concentrated in formal education contexts, while its application in community empowerment remains relatively limited. This study proposes a shift in the orientation of community service from technology-oriented training toward capability-oriented community empowerment, positioning AI literacy as a capability to support problem-solving and sustainable community empowerment.
