Abstract

Digitalization of parking retribution offers opportunities to improve payment efficiency, transparency, and public service accountability. However, technological implementation does not always translate into better officer performance. This study examines the roles of technology readiness, job satisfaction, and organizational support in shaping the effectiveness of digital parking services. Using a narrative literature review approach, the study develops a thematic synthesis of 20 targeted scientific publications from 2020 to 2026, covering digital payment implementation, employee adaptation, and organizational conditions. The synthesis suggests that QRIS and electronic payment systems can strengthen transaction management, but their operational benefits depend on employees' digital capabilities, working conditions, and institutional support. Technology readiness facilitates effective system use, while job satisfaction and organizational support help explain differences in employee responses and performance. The study proposes an integrative sociotechnical framework and emphasizes the importance of aligning digital infrastructure, employee development, and organizational management to improve parking service delivery.
