Abstract

This study aims to theoretically analyze the integration of AI into smart city management systems and identify the mechanisms, benefits, challenges, and conditions required to ensure that its implementation generates sustainable public value. The study employs a qualitative literature review approach by analyzing 25 scientific articles selected from 50 articles identified through the literature search and selection process. The analysis was conducted through the identification, categorization, comparison, and thematic synthesis of findings from previous studies. The synthesis results indicate that AI can function as an enabling technology that strengthens smart city management through data integration, predictive analytics, service automation, resource optimization, and improved decision-making. However, the effectiveness of AI integration is influenced by digital infrastructure readiness, data quality, human resource capabilities, system interoperability, governance, security, privacy, and ethical considerations. Theoretically, AI integration in smart cities should be understood as a socio-technical process that connects technology, organizations, government, and society in the creation of public value.
