Digital transformation in education requires the integration of literacy competencies, instructional strategies, and institutional management. This study aims to examine the transformation from language literacy to digital literacy and identify technology strategies that support learning quality and educational management. Using a narrative literature review, this study synthesizes 30 primary sources published between 2006 and 2026, comprising 25 journal articles and five institutional sources. The findings identify five interconnected themes: literacy transformation, technology-enhanced learning, teachers' digital competence, learning quality, and educational leadership and management. The synthesis indicates that technology integration requires appropriate pedagogical strategies, competent educators, and sustainable institutional support. This study proposes the Integrated Digital Literacy and Educational Quality Framework, which connects literacy foundations, technology-enabled pedagogy, teachers' digital competence, and educational management. The framework provides a conceptual foundation for developing inclusive digital education strategies, although its proposed relationships require further empirical validation.
