Digital Transformation of Public Procurement through SiRUP and E-Procurement: Supporting Good Governance in Papua Pegunungan

Previous studies have generally examined SiRUP and e-Procurement separately, while limited research integrates both as a digital procurement transformation process in newly autonomous regions facing geographical and sociocultural constraints. This study analyzes their implementation and contribution to Good Governance in Papua Pegunungan Province. A descriptive-explanatory qualitative case study was conducted using observation, documentation, and semi-structured interviews with eleven purposively selected informants. Data were analyzed through condensation, presentation, verification, and NVivo-supported coding. The findings show that SiRUP supports transparency in procurement planning, while e-Procurement strengthens documentation, efficiency, accountability, and competition. However, implementation remains partial due to incomplete procurement plans, manual processes, limited human resources, connectivity, facilities, budgets, and institutional capacity. The study contributes an adaptive digital procurement perspective by identifying geographical and sociocultural conditions as contextual factors that interact with Edwards III’s communication, resources, disposition, and bureaucratic structure dimensions in shaping digital procurement implementation.
