Abstract

Indonesia’s oil palm sector contributes substantially to rural livelihoods, yet smallholders continue to face constraints related to productivity, finance, institutional capacity, certification, and bargaining power. This qualitative literature review examines how company–community oil palm partnerships can support inclusive rural development, using PT Minamas Plantation’s emerging initiatives as a case anchor. Literature published primarily during 2020–2026 was synthesized across partnership governance, livelihoods, farmer organizations, productive capability, finance, replanting, certification, and sustainability. The findings show that partnership benefits are conditional rather than automatic and depend on transparent governance, capable farmer organizations, technical support, appropriate financing, market access, and environmental safeguards. The study proposes the Inclusive Partnership-to-Prosperity Framework (IPPF) as a literature-derived analytical framework linking partnership resources, governance mediators, operational mechanisms, household outcomes, and community outcomes. Because Minamas initiatives remain recent, the framework provides propositions for future longitudinal evaluation rather than evidence of demonstrated causal impacts on shared prosperity and rural resilience.
